Job Description and Duties

The California Environmental Protection Agency(CalEPA), Office of the Secretary (OOS) is seeking an experienced project manager to act as a Project Oversight Manager who will support Project Management Offices across the Agency, before, during and post project completion.

Under the general direction of the Project Management Office Chief, the incumbent provides project oversight to delegated projects within CalEPA's Portfolio consisting of Agency and Boards, Departments and Offices (BDOs). The position plays a critical role overseeing all project phases in accordance with SAM, SIMM, and related Technology Letters. The Project Oversight Manager provides recommendations to strengthen project initiation, planning and execution by leveraging project management principles and best practices, collaborating with PMO staff across the BDOs, reviewing project artifacts, project status and IV&V reports, and attending project related meetings.

The Project Oversight Manager also acts as a liasion seeking strong alignment between the CalEPA and the California Department of Technology (CDT). The incumbent is responsible for project related requests, inquiries, and project submittals and is closely involved with proposals and projects throughout the Project Approval Lifecycle (PAL).

The Project Oversight Manager uses their strong knowledge about Project Management Fundamentals, CA-Project Management Frameworks (CA-PMF), Special Project Reports (SPR), Post Implementation Evaluation Reports (PIER), Project Status Reports (PSR), and Financial Analysis Worksheets (FAW) to act as a trusted advisor to BDOs and a trusted partner to oversight agencies and IV&V vendors.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong working knowledge of project management methodoligies and processes (PMBOK). 
  • Experience applying best practices while managing large size projects of high risk and visibility. 
  • Experience leading the project planning process with an understanding of how to define objectives and develop project roadmaps and timelines. 
  • Able to analyze situations with diplomacy and tact, and make sound decisions. 
  • Strong written and verbal communication skills. 
  • Experience working with the Project Approval Lifecycle (PAL) and oversight agencies. 
  • Able to identify, analyze, and manage risks and issues. 
  • Experience working with procurement and acting as a contract manager. 
  • Knowledge of California's Budget Process. 
  • Experience in developing and delivering project management training. 
  • Experience with IT strategic planning.

Experience and Education
